ADMISSION FOR TWO YEAR B. Ed COURSE FOR THE SESSION 2024-25 (BATCH 2024-26)


IMPORTANT INSTRUCTIONS & STATUTES GOVERNING TWO YEAR BACHELOR DEGREE COURSE IN EDUCATION (B.Ed. COURSE) IN THE UNIVERSITY OF JAMMU.

1. DURATION OF THE COURSE:

  1. The course for the degree of Bachelor of Education (B.Ed.) is a whole time/ full time Regular course extending over a period of two academic years having four semesters. Students pursing the said course shall be permitted to complete the programme within a maximum period of three years from the date of admission to the programme.

2. ELIGIBILITY FOR ADMISSION:

  • 2.1 Candidates with at least 50% marks (45% for SC/ST candidates) either in the Bachelor's Degree (10+2+3 pattern) and/or Master’s Degree in Sciences/Social Sciences/ Humanity, Bachelor’s in Engineering or Technology with specialization in Science and Mathematics with 55% marks or any other qualification equivalent thereto, are eligible for admission to the programme:
  • 2.2 A person, as long as he/ she is on the rolls of B.Ed. course, shall not be eligible to attend any other course of instruction or appear in any other examination of the University.

  • Provided that a candidate who has been placed under reappear category in one course/paper of an examination, other than the qualifying examination, or was scheduled to appear in the examination (other than the qualifying examination) either as a regular or private candidate before the commencement of class work of B.Ed. course but could not do so on account of delay in the conduct of said examination, for reasons beyond his/her control, shall be eligible to appear in the examination, even though he/she has been duly admitted to the B.Ed. course.

  • 2.3 Any person in employment or self-employment or engaged in a business or profession is not eligible for admission to the B.Ed. course in the Non-Government colleges. Such a person may, however, be considered for admission, provided:
    i) he/she produces a certificate from his/her employer that the employer has no objection to his/her employee pursuing whole time B.Ed course and that the employee is on authorized leave for full duration of the course duly sanctioned by the competent authority for the purpose;
    ii) in the case of self-employed person or a person engaged in business or a profession, the person concerned gives an undertaking on a stamped paper of proper value duly attested by the Notary that he/she will devote his/her whole time for studies as a student during the period he/she remains on roll of the College for the course and shall not engage in any business or profession or vocation during this period or engage in any other activity which is likely to interfere with his/her studies in the College.
  • 3. MEDIUM OF INSTRUCTION AND EXAMINATION

  • English shall be the medium of instruction and examination in all papers except in Modern Indian Languages, where the medium of instruction and examination shall be the language concerned.
  • 4. DEFINITIONS

  • 4.1 "Course" means B.Ed. Course.
  • 4.2 “Bachelor Degree” means Bachelor’s Degree in the faculties of Arts, Science, Social Sciences or Commerce (under 10+2+3 pattern) of the University of Jammu or Bachelor’s Degree in the Faculty of Music & Fine Arts of the University of Jammu or a Degree of any other University recognized as equivalent thereto or Bachelor’s Degree of 4-year duration in the Faculty of Agriculture of a recognized University or any such faculty which is included or would likely to be included in the University Act.
  • 4.3 "Qualifying Examination" means a Degree Examination (on the basis of which a candidate becomes eligible for admission to the B.Ed. course) in the Faculties of Arts, Science, Social Sciences, Commerce or Faculty of Music and Fine Arts of the University of Jammu or any other examination recognized as equivalent thereto or Bachelor’s degree of 4-year duration in the Faculty of Agriculture and other Faculties approved by the University of Jammu.
  • 4.4 "Merit" means percentage of marks obtained by the candidate in the qualifying examination.
  • 4.5 "Open Merit Category" means consideration under Non-Reserved Category on the basis of inter-se merit.
  • 4.6 “University” means the University of Jammu.
  • 4.7 "Incomplete Form" means the Application Form which is wrongly filled in, gives incomplete/wrong/false information, not attested by the prescribed authority, not accompanied by the requisite fee / late fee in full (if applicable) or is deficient in respect of one or more requisite certificate(s)/document(s).
  • 4.8 “College” means a College of Education affiliated to the University of Jammu for imparting instructions in B.Ed. Course.
  • 4.9 "Authority to attest the Application Form and Photograph” is either the Principal of the Institution from where the candidate has passed the qualifying examination or where he is studying at present or a gazetted officer or as per the University guidelines issued from time to time.
  • 4.10 "Candidate” means the person seeking admission to the B.Ed. course.
  • 5. ON-LINE ADMISSION

  • No Non-Government College of Education shall make admission of the candidates to the B.Ed. course on its own except M.C. Khalsa College of Education which can admit minority quota candidates against 50% of its sanctioned intake. The admission to the B.Ed. regular course shall be made EXCLUSIVELY through on-line process.
  • 6. SUBMISSION OF ON-LINE APPLICATION FORM

  • 6.1 Before submitting the on-line Application Form, candidates are advised to read the statutes carefully to ensure that they fulfill all the eligibility conditions laid down for admission to B.Ed. course. In case, it is detected at any subsequent stage that a candidate does not fulfill the eligibility criteria and/or has furnished incorrect information, concealed/suppressed material facts, his/her candidature will be cancelled, even if already admitted. The University will, in no way, be responsible for the consequences emanating there from.
  • 6.2 A candidate if wrongly admitted by the admission committee/college, his/her admission shall be liable to be cancelled at any stage of his/her study or even if result has been declared or degree has been awarded, the candidate will have no right to claim that his/her admission in the course be continued or degree awarded to him/her be not cancelled on any ground whatsoever.
  • 6.3 All candidates (both Local as well as Non-Local) desirous of seeking admission to the B.Ed. course in the Non-Government Colleges of Education, shall submit on-line Application Form complete in all respects on one of the following websites:-
    (1) http://www.jammuuniversity.ac.in
    (2) http://juet.org.
  • 6.4 A candidate shall not be allowed to make any change in his/her on-line Application Form, by way of addition, deletion or alteration, once it has been finally submitted on the website.
  • 6.5 INCOMPLETE ON-LINE APPLICATION FORM/S IS/ARE LIABLE TO BE OUTRIGHTLY REJECTED AND THE UNIVERSITY SHALL NOT ENTER INTO ANY CORRESPONDENCE IN THIS REGARD.
  • 7. CERTIFICATES AND OTHER DOCUMENTS TO BE ATTACHED

  • 7.1. The candidate after submitting his/her on-line application form shall take out a print to verify his/her photograph, signature and thumb impression and shall produce the hardcopy of the form to the college/University Authorities, if so demanded by the college/University authorities
  • 7.2. Alongwith the hardcopy of the online application form, the following certificates/documents (in triplicate) signed by the candidate and attested by the authority mentioned at Clause 4.9 shall be deposited in the College concerned at the time of admission.
    i) Matriculation or equivalent examination certificate.
    ii) Marks Certificate of 12th Class examination.
    iii) Bachelor's Degree/Provisional Certificate issued by the institution/University.
    iii) Marks Certificate of each part/semester of Bachelor's Degree/Master’s Degree examination.
    iv) Migration Certificate in original of qualifying/Last Examination passed from a University other than the University of Jammu.
    v) Certificate of good conduct from the Principal of the college last attended or Head of the institution where the candidate is studying at present or a Gazetted Officer.
    vi) Category certificate issued by the competent authority as per the latest SRO issued by the J&K UT Government for local candidates and by the competent authority as notified in other States (by those candidates who claim consideration under Reserved Categories of SC/ST).
    viii) Certificate of being permanent resident of Jammu province of the Jammu and Kashmir State issued by the Competent Authority by those candidates who :
    (a) have passed the qualifying examination from a University other than the University of Jammu but belong to the areas falling within the territorial jurisdiction of the University of Jammu and claim consideration for admission to the course under clause 8.1 (a) (ii) (infra)
    b) Claim consideration for admission under any of the reserved categories.
    c) have passed his/her qualifying examination from a University other than University of Jammu.
    ix) Affidavits as per specimens given at Annexure-I (by such candidates who claim consideration under Reserve Category in terms of clause 7.3) and Affidavits as per Annexure II and V for all candidates.
    x) A certificate and an undertaking, as the case may be, by such candidates who are in employment or self-employed or are engaged in business or profession in terms of clause 7.4(infra).
    xi) Certificate (on the prescribed form attached with the Brochure Annexure III) for candidates seeking admission under 8.1a(iii).
    xii) An affidavit as per specimen given at Annexure IV duly attested by First Class Magistrate or a Notary Public {by such candidates as claim admission under clause
    8.1.a (iii)}.
  • 7.3 A candidate seeking relaxation of marks under SC/ST category must submit alongwith the Application Form an AFFIDAVIT as per specimen given at Annexure-I duly attested by a First Class Magistrate or a Notary Public to the effect that category certificate and other certificates/documents (attested copies of which are to be produced in the allotted college) are genuine and in the event of their being proved otherwise, his/her admission shall be cancelled besides any other action that may be taken against him/her under law for his/her civil or criminal liability.
  • 7.4 In case the candidate is in employment or is self-employed or is engaged in business or profession, he/she shall also furnish the requisite certificate or undertaking, as the case may be, with the Application Form in accordance with clause 2.3 (ii).
  • 7.5 Every college shall have an Admission Committee for scrutiny and verification of documents of candidates [to be deposited after allotment of College through on-line Counselling]. The committee shall consist of:-
    1. Principal of the College.
    2. Three teachers of the concerned college.
    The college shall obtain the approval of constitution of its Admission Committee from the Director, College Development Council, well in advance.
  • 8. DISTRIBUTION OF SEATS

  • 8.1 (a) 75% of the sanctioned seats available in each Non-Government College of Education/ Bhaderwah Campus, University of Jammu shall be filled from amongst eligible candidates who are:-
    (i) Graduates of the University of Jammu; OR
    (ii) belong to the areas falling within the territorial jurisdiction of the University of Jammu but have passed the qualifying examination from a University other than the University of Jammu; OR
    (iii) Such employees of the Central/State Govt./ Public Sector Undertakings or any other Organization recognized by the Syndicate as are posted within the territorial jurisdiction of the University of Jammu or wards (sons, daughters or spouses) of such employees. OR
    (iv) Wards of Kashmiri migrants residing in other parts of the country are also eligible for B.Ed admission to Non-Govt. colleges affiliated to University of Jammu under Local category in order of merit provided such a candidate produces documentary evidence of belonging to a family registered as Kashmiri Migrant.
    (b) Remaining 25% seats in each college of education shall be filled from amongst the eligible candidates who neither belong to the territorial jurisdiction of the University of Jammu nor have passed the qualifying examination from the University of Jammu.
    (c) It is mandatory for all candidates to apply and fill preference online (CUET & Non-CUET) candidates.
  • 9. PROCEDURE AND MODE OF SELECTION

  • 9.1 Admission of all eligible candidates to the B.Ed. Course shall be made by the Admission Committee of the concerned College constituted as per clause 7.5.
  • 9.2 Merit lists of eligible candidates mentioned in clause 8.1 (a) and 8.1 (b) shall be prepared separately on the basis of merit i.e. percentage of marks obtained in the qualifying examination. Admission of the candidates falling under clauses 8.1 (a) and 8.1 (b) shall be made on the basis of comparative merit in the respective lists.
  • 9.3 In case two or more candidates have equal merit, the inter-se order of priority for admission of such candidates shall be determined in the order formulated as under:-
    i) Candidate having higher percentage of marks in Higher Secondary Part-II or an examination recognized as equivalent thereto;
    ii) Candidate having higher percentage of marks in the Matriculation examination or any other examination recognized as equivalent thereto, if percentage of marks at serial (i) is equal.
    iii) Candidate older in age, if the percentage of marks at serial (ii) is also equal.
  • 10. ALLOTMENT OF COLLEGES

  • The admission will be made strictly on merit and as per the preference of the candidate through on-line Counseling. The college shall be allotted to the candidate on merit-cum-preference basis subject to availability of seat in that college. However, as per University Council resolution No. 75.15 dated 11.10.2013, if the number of students admitted in a non-government affiliated college in a course is less than 20 or less than 50% of the sanctioned intake of that college (whichever is less), the said course shall not be allowed to be run in that college and the students admitted in such a college shall be shifted to other colleges as per their preference, already given, subject to availability of seat/s in the opted college.
  • 10.1 As all the selection lists will be provisional, therefore the selected candidates shall produce the original certificates/documents before the admission committee of the concerned college for verification of eligibility conditions & merit. On getting clearance, the candidates shall deposit their fee amounting to Rs. 34530/- through Bank Challan/ Payment Gateway as detailed on the University Website which includes Examination Development Fund- Rs.1460-, Digitalization & Networking Rs.450/-, University Infrastructure Fund-Rs.2000/-, DIQA Fee Rs.260/-, Red Cross Fund-Rs.50/-, Cultural Fee-Rs.190/- Alumni Fee Rs.120/-. Apart from this, candidates have to pay fee in their respective colleges as per details given under the heading “ fee payable at college”.
  • 11. DISPLAY OF LIST(S) OF SELECTED CANDIDATES

  • 11.1 The list of candidates drawn strictly in order of merit-cum-preference for admission to B.Ed. Course shall be displayed on the University website. Candidates are advised to check the University Website regularly for all important notices with regard to admission and admission list(s).
  • 11.2 No separate intimation to individual candidate regarding selection shall be dispatched. However, candidates are advised to check the University website regularly.
  • 12. ALL ADMISSIONS SHALL BE PROVISIONAL

  • All admissions to the B.Ed. Course in the Non-Govt. colleges shall be provisional and subject to confirmation by the University. The provisional admission, if granted to a candidate who has passed/taken his/her last examination from the University other than the University of Jammu is liable to be cancelled if he/she does not submit his/her inter-university migration certificate from the concerned university along with other requisite documents to the university through the college for the B.Ed course with the relevant Registration Return (R/R) within the time frame as prescribed in the statutes.
  • 13. VERIFICATION OF CERTIFICATES

  • All the candidates selected provisionally for admission to B.Ed. Course, shall submit the original certificates/documents at the time of Admission for verification of their eligibility conditions failing which they shall forfeit the right of admission and no complaint shall be entertained in this regard. The selected candidates except those belonging to Reserve Categories, shall also submit an Affidavit as per the specimen given at Annexure-II, duly attested by a First Class Magistrate or a Notary, alongwith the original certificates/documents. The candidates seeking admission under 8.1.(a) (iii) must attach certificate on the prescribed form (Annexure III) and an Affidavit (Annexure IV) otherwise their claim for admission under clause 8.1(a)(iii) shall not be considered.
  • 14. APPEALS

  • 14.1 In case a candidate, who has filled his/her on-line Application Form and deposited the requisite application/admission fee, has any grievance and feels that the norms governing the admission have not been adhered to, he/she shall have the option to make an appeal on the prescribed form on payment of Rs. 530/-(or as prescribed by the University from time to time) in the form of Demand Draft drawn in favour of the Director College Development Council payable at Jammu. The form duly filled in shall be submitted in the Office of Director (CDC) within seven days after the last prescribed date of admission. Such appeals shall be considered by the Appellate Authority comprising of the following:
    1/ Vice-Chancellor (Chairman) 2/ Dean, Academic Affairs
    3/ Director College Development Council 4/ Registrar
    5/ Dean, Faculty of Education
    6/ One Principal of a Non-Government College of Education to be nominated by the Vice-Chancellor
    7/ Joint Registrar (CDC), if any
    8/ Assistant Registrar (CDC) - Member Secretary
  • Majority of the members shall form the quorum.
    14.2 It shall be obligatory on the part of the appellant to remain present on the scheduled date and time at the venue of the meeting of the Appellate Authority. The candidate will ascertain the date, time and venue of the meeting from the office of the College Development Council. He/she shall appear before the Appellate Authority, if called upon to do so. The decision of the Appellate Authority shall be final and binding on the appellant/candidate.
  • 15. REDRESSAL OF GRIEVANCE/S

  • In case of any grievance in the matter of interpretation of statutes or in dealing with a situation not envisaged in the statutes, the matter shall be referred to the Vice-Chancellor for consideration and the decision/orders of the Vice-Chancellor shall be final and binding on all concerned
  • 16. LEGAL DISPUTES

  • All legal disputes relating to admission of candidates to the B.Ed. Course in Non-Govt. Colleges or any matter connected thereto, shall be subject to the jurisdiction of Courts at Jammu alone.
  • 17. WITHDRAWAL OF ADMISSION

  • A candidates admitted to the B.Ed. course can apply for withdrawal of admission upto one day prior to the close of admission (i.e. one day before the last date prescribed for admission to the B.Ed. course)
  • 18. REFUND OF FEE

  • 18.1. Application fee shall not be refunded under any circumstances.
    18.2. Candidates applying for withdrawal of admission within the prescribed date as indicated at point 17 above, would be entitled to refund of admission fee after making deduction as per UGC Norms.
    18.3 In case a candidate has deposited admission fee but fails to complete his/her admission in the allotted college within the prescribed date, such a candidate will also be entitled to claim refund of admission fee provided he/she applies for the same within one month from the last prescribed cut off date of admission. Admission fee would be refunded to him/her after making necessary deductions as mentioned at 18.2.
    18.4 No claim for refund of admission fee shall be entertained under any circumstances after the above prescribed dates.
  • 19. FEES PAYABLE IN THE COLLEGE: (For the session 2024-25. 1st Semester)

  • i) Development Fund-Rs. 3300/-
    ii) Prospectus of the College- as per actual cost
    iii) Library Security (Refundable)-Rs. 800/-
    iv) College Magazine-Rs.60/- (if printed and copy made available to students)
    v) Annual Maintenance Charges-Rs. 1210/-
    vi) N.S.S. Fee- Rs. 150/- (Rs.75/- per students shall be retained by the college concerned and balance Rs.75/- shall be deposited with the NSS Programme Coordinator through cheque/DD)
    vii) Sports Fee-Rs. 580/- (Rs.50/- to be deposited in the Physical Education & Rs.530/- to be deposited in the University Chest)
    viii) Examination fee (including Examination Maintenance Fund)-Rs.1470/-
    ix) Registration fee (if applicable) -Rs .440/-
    x) Eligibility fee (if applicable)-Rs.1070/- (from the candidate/s other than those who have passed qualifying examination from a University other than the University of Jammu).
    xi) Degree fee- Rs. 980/-


  • Note : Fee may vary as prescribed and notified by University of Jammu from time to time.


    NOTES:

  • Candidates holding Bachelor Degree of One sitting pattern or having obtained Degree from Study Centers/franchises of other Universities (except IGNOU) or have passed in the Bi- Annual/Supplementary Examination in the same academic year in which admission is being sought are not eligible for admission to the B.Ed. Course. However, as notified by the University of Jammu vide notification No. F.Acd/III/13/9362-9521 dated 22.10.2013, degrees obtained by the candidates through study centers of Maulana Azad National Urdu University (MANUU) are recognized provided the study centers are functioning strictly under the control of the MANUU as per rules and regulations of the University/UGC.
  • Candidates seeking consideration under clause 8.1 a (iii) must attach with the Application Form certificate on the form prescribed and issued for the purpose by the competent authority under law in force. Failure to attach such certificate will render the candidate ineligible for consideration under the said clause. Certificate on plain paper will not be entertained. The certificates of candidates belonging to categories of SC/ST shall not be entertained if these do not conform to the latest SRO/Order issued by the concerned State Government for the purpose. In case, a candidate claims relaxation of marks in the qualifying examination on the basis of SC/ST category but does not attach the requisite certificate in support of his/her claim with the Application Form, he/she will not be entitled to the relaxation of 5% marks. No “Under process” certificate will be accepted.
  • The admission committees shall be solely responsible for admissions in their respective colleges. In case of wrong admission or admission to ineligible candidate, the Principal/Incharge of the Admission Committee shall face the legal consequences and University shall also impose a penalty of Rs.50,000/- per wrong admission and college will be responsible to pay the same to the University as and when demanded.
  • Candidates should have all the Certificates- Marks Card/Degree/Provisional Certificate at the time of admission except for migration certificate which he/she has to produce within the stipulated period otherwise he/she will not be allowed to fill up the examination form. Admission of the candidate shall stand cancelled if same is not submitted within the prescribed period.
  • In view of rampant reports of fake certificates and fake Universities, the University reserves the right of screening the certificates of applicants seeking admission who have obtained their qualifying degrees from Universities other than the University of Jammu before considering them for admission in a manner as would be notified by the Office of the College Development Council from time to time.
  • If any document produced by a candidate is found to be fake at any stage, admission of such a candidate shall be cancelled and the candidate will have no claim of any kind about the continuation/completion of B.Ed. Course or refund of fee deposited for the purpose.
  • No college or any other agency has been authorized to deal with the candidates for admission to the B.Ed. regular course in the Non-Government Affiliated Colleges of Education except M.C. Khalsa College of Education which has been allowed to admit Sikh students (minority community) upto 50% of sanctioned seats.
  • In case candidates desirous of seeking admission to the course come across any difficulty or are being harassed by anyone on account of any reason, they are advised to bring this to the notice of the Director, College Development Council, University of Jammu, Jammu.
  • The candidates admitted in each college are required to attend the classes regularly to earn eligibility. As per new statutes candidates must have attended at least 80% of the lectures delivered and 90% of the practical component during the session to appear in the University examination. They shall also follow the instructions issued by the college from time to time in respect of punctuality, regularity, participation in curricular and co-curricular activities, etc. No candidate will be allowed to take the examination without fulfilling the statutory requirements.


  • The charges prescribed for the hostel facilities for all the colleges for one year:

  • i) Hostel Rent - For Hostel within campus : Not exceeding Rs. 11,000/- for one year duration inclusive of 24 hrs. Electricity, water provision and other maintenance charges to be realized in four installments. - For Hostel outside campus : Not exceeding Rs. 9,900/- for one year duration inclusive of 24 hrs. electricity, water provision and other maintenance charges to be realized in four installments.
  • ii) Mess charges - Upto maximum of Rs. 24,200/- for one year duration to be realized in four installments.
  • The menu of the food to be served to the boarder shall not be lower in quality than that of the University hostel.
  • iii) Hostel Security - Rs. 500/- (Refundable)
